Harter Secrest & Emery LLP, a full-service business law firm with offices throughout New York, is pleased to announce new leadership appointments. Julia E. Green has been named leader of the Higher Education team and Edward H. (Ted) Townsend has been named leader of the Health Care practice group.

Sewruk Green Julia 2015 078 HSE Roc 1379WebReadyGreen counsels higher education institutions on day-to-day operational issues, guiding and advising clients on risk management—including providing training about high risk areas such as Title IX and New York State’s Article 129-B (Enough is Enough)—and advises and represents higher education institutions in litigation matters and response to complaints filed with state and federal agencies. Green regularly conducts investigations of alleged sexual harassment and sexual misconduct, as well as other matters involving allegations of protected status discrimination. She also serves as an adjudicator in on-campus Title IX hearings for non-legal clients.

Green received her J.D. from Northeastern University School of Law and her B.A., cum laude from Wellesley College. She is the recipient of the 2017 Annette Itkin Volunteer of the Year Award from Willow Domestic Violence Center and she received the “Top Women in Law” Award from The Daily Record in 2017. Green is a member of the Committee on Membership and Member Services for the National Association of College and University Attorneys and she serves on the board of directors of Young Women’s College Preparatory Charter School of Rochester. She serves as chair of HSE’s Diversity Committee and is a member of the firm’s Inclusion & Equity Committee and the Hiring Committee.

The breadth and depth of the team’s knowledge as legal counsel is enhanced by experiences gained by members of the group who serve in various higher education roles. The team counsels institutions on a wide range of matters, including compliance with Title IX and other state and federal governmental regulations; conducting and responding to internal and government investigations; governance, operational, business and employment matters; and crisis management and response, among others.

Townsend Edward 2020 037 HSE Roc 8X10HRTownsend advises hospitals, health care providers, nursing homes, pharmacies, federally qualified health centers, and other health care facilities and organizations in all aspects of operational, compliance, and governance matters, including corporate compliance, HIPAA, fraud and abuse, professional licensure and misconduct issues, the implementation of internal compliance programs, patient-related issues, medical staff issues, and behavioral health matters. He has significant experience advising strategic affiliations, including navigating physician practices and other health care entities through business acquisitions and sales, as well as other collaborative efforts, such as IPA formation and participation.

Townsend received his J.D., magna cum laude, from Syracuse University College of Law and his B.A. from Trinity College. He was selected by his peers for inclusion in The Best Lawyers in America® for Health Care Law and has been included in the Upstate New York Super Lawyers Rising Stars list every year since 2017. Townsend is a member of both The Harley School and Bivona Child Advocacy Center boards of directors.
