Rochester, New York, November 7, 2025– Harter Secrest & Emery LLP, a full-service business law firm with offices throughout New York, represented Elauwit Connection, Inc. in the company’s $15 million initial public offering, which closed on November 6, 2025. Elauwit’s common stock began trading on the Nasdaq Capital Market under the symbol “ELWT” on November 5, 2025.
Elauwit’s offering is the first IPO for a small-cap company during the ongoing federal government shutdown, and one of the first handful of operating company IPOs able to price during the shutdown using Section 8(a) of the Securities Act.
“I am very proud of our team’s ability to collaborate with Elauwit, its advisors and other participating counsel to do the sophisticated work necessary to get this initial public offering across the finish line,” said Alexander R. McClean, Partner and leader of Harter Secrest & Emery’s Securities and Capital Markets practice. “Over the past month, the federal government shutdown has had a chilling impact on the volume of offerings in the public markets. Despite these circumstances, Elauwit was able to navigate, price and close a successful offering.”
