Harter Secrest & Emery Expands Tax Assessment Practice, Welcomes Commercial Clients From Wolfgang & Weinmann

Attorney Ryan K. Parisi joins Harter Secrest & Emery’s Tax Assessment practice as Counsel

Buffalo, New York, November 11, 2024 – Harter Secrest & Emery LLP, a full-service business law firm with offices throughout New York, is pleased to announce the expansion of its Tax Assessment practice. The firm welcomes attorney Ryan K. Parisi, administrative assistant Sara M. Jackson, and commercial clients of Wolfgang & Weinmann, the leading tax assessment challenge law firm in Western New York.

This transition comes as Peter Allen Weinmann prepares to take a seat on the New York State Court of Claims, assigned to New York State Supreme Court, to which he was appointed and confirmed earlier this year.

“We are grateful that Peter thought highly of Harter Secrest & Emery to recommend our firm as the future home for clients of Wolfgang & Weinmann,” said Harter Secrest & Emery Managing Partner Craig S. Wittlin. “Our Tax Assessment practice, led by firm partner Sheldon K. Smith, works with a wide range of clients from across Upstate New York. Adding Ryan and Sara makes for a formidable team and we believe makes us the market leader in this important practice area.”

A former prosecutor and Chief of the Grand Jury Bureau with the Niagara County District Attorney’s Office, Parisi represents commercial and high-end residential property owners in real property tax assessment challenges. He focuses on each client’s unique needs and goals to create custom plans and strategies to position them to receive the highest possible tax reduction. Parisi’s clients include owners and managers of apartment buildings, condominiums, office complexes, medical campuses, recreational facilities, retail outlets, self-storage properties, and warehouses, among others. He earned a J.D. from University at Buffalo School of Law and a B.A., cum laude, from the University at Buffalo.

“Ryan will add value to our litigation teams and other client services in countless ways,” said Smith, who has handled high-stakes tax assessment challenges and related real property valuation disputes for more than 20 years. “His extensive courtroom experience, background, and strong municipal relationships give him unique understandings and perspectives for effectively resolving these types of proceedings. He has a level of foresight that is invaluable in helping clients confidently develop strategies and budgets for their properties, and ultimately achieve favorable outcomes.”

Harter Secrest & Emery’s Tax Assessment practice provides a full range of real property tax assessment and valuation services, advising clients on New York’s Real Property Tax Law, Article 7 tax assessment challenges, PILOT agreements, property tax exemption applications, property and business valuation analyses, and more. The group maintains a firm grasp of real estate valuation approaches, market trends, legislative proposals, and anticipated revaluations and equalization rate changes, enabling the firm to quickly develop and execute on strategies to effectively and efficiently resolve all types of assessment challenges.
