About Our Albany Office
The Albany office of Harter Secrest & Emery focuses on assisting clients in navigating the intricacies of New York State Government and is the home of the firm’s successful Government Affairs practice. The office provides a full range of government and public affairs services, including advocating for the introduction or modification of bills, providing clients with access to members of the legislative and executive branches and a variety of state agencies, and working with clients to develop legislative strategies. The office also provides compliance services relating to the complex rules regarding lobbying, campaign finance and ethics rules in New York State.
Don Mazzullo opened HSE’s Albany office in 1989 and oversees HSE’s lobbying efforts, ensuring that the firm’s business, not-for-profit, and professional association clients have access to the assistance they need to deal with legislative and regulatory concerns in Albany. He has developed relationships with legislators on both sides of the aisle, worked with several administrations, and created an effective and respected lobbying presence for the firm in the state capital.
Our Albany office is also home to Amy Kellogg, a partner with an extensive government affairs practice and significant involvement in regional and statewide business and bar activities, and Richard Scanlan, a full-time legislative specialist who has represented a wide range of national, state and local special interest groups, corporations and government officials for almost 40 years. John Jennings, counsel, splits his time between the firm’s Albany and Rochester offices monitoring and reporting on the status and potential effects of pending legislation on clients’ interests.
